Tinubu Tasks New Envoys to Aggressively Chase Foreign Investment and Protect Diaspora; Reorders ‘4D Doctrine’ to Put Nigerians at the Heart of Diplomacy

The Federal Government has officially launched a new era of proactive diplomacy, charging Nigeria’s newly appointed ambassadors to become aggressive “salesmen” for the country’s economic potential. During the opening of a three-day induction course in Abuja on Monday, President Bola Ahmed Tinubu told the diplomats that their primary responsibility is to lure foreign investors and safeguard the welfare of Nigerians living across the globe.

Represented by the Secretary to the Government of the Federation, Senator George Akume, the President announced a strategic “reset” of the nation’s foreign policy framework. The 4D Doctrine which focuses on Democracy, Development, Demography, and Diaspora has been reordered to ensure that the needs of the Nigerian people, both home and abroad, are the top priority. The President emphasized that in a world of shifting geopolitical alliances and economic uncertainty, Nigeria’s envoys must be results-oriented and innovative.

“The world is watching, and you are the custodians of our national image,” the President stated. “You must combine traditional diplomacy with modern digital engagement to tell the Nigerian story in a way that attracts technology and capital to our shores.”

Adding to the charge, the Minister of State for Foreign Affairs, Ambassador Bianca Odumegwu-Ojukwu, challenged the envoys to be honest yet strategic about Nigeria’s internal struggles. She noted that while insecurity and infrastructure gaps remain “genuine challenges,” the role of a modern diplomat is not to cover up these realities but to secure international partnerships by showing the government’s consistent resolve to fix them. “Your task is to secure international attention by amplifying the true picture that despite the obstacles, our commitment to resolving them is unparalleled,” she said.

The induction serves as a final preparation for the first batch of 25 ambassadors who are expected to be deployed by the end of April. As the 2027 political cycle approaches, the Presidency is increasingly looking toward the diplomatic corps to build the international “bridge” needed to support domestic economic milestones, such as the recent 6,000MW power peak. For the new envoys, the message is clear: the era of “ceremonial diplomacy” is over; the new script is written in investment figures and the safety of the Nigerian diaspora.
