Benin’s President Changes Military Leaders Amid Security Concerns

Benin’s President Romuald Wadagni made significant changes to the country’s military leadership on Wednesday. This reshuffle comes nearly a year after a failed coup attempt in December 2025.

During that coup attempt, the Beninese army successfully stopped officers from overthrowing Wadagni’s predecessor, Patrice Talon. The situation was stabilized with assistance from France and Nigeria. Talon had reassured the public that the situation was under control thanks to loyal soldiers.

Wadagni, who previously served as the economy minister, became president in April 2026. His recent military changes occur as Benin faces increasing threats from jihadist groups to the north. These groups, linked to Al-Qaeda and the Islamic State, have been active across the borders with Burkina Faso and Niger.

In the reshuffle, General Abou Issa has been appointed to replace General Fructeux Gbaguidi, who will now serve as the permanent secretary of the National Defence and Security Council. Colonel Andre Dokoui Fofo will lead the land forces, Colonel Herve Setondji Allotchenou will head the air force, and Captain Dossa Hounkpatin will command the navy.

Wadagni’s leadership is challenged by the deteriorating security situation in the north and strained relations with neighboring countries, many of which are led by military governments that are wary of Benin’s close ties with France.
